Contraband Arrests at GDC Facilities

As of July 2010, The GDC Office of Professional Standards, in conjunction with local & federal law enforcement partners, have investigated or arrested approximately 264 staff and civilians for introducing contraband into prisons throughout the state.


1) On April 4, 2012, after a thorough investigation conducted by Thomas County CID, Thomas County Drug Squad and GDCIA arrests have been made on four individuals. Three (3) civilians and one (1) POST certified detail officer have all been charged with cell phone possession, conspiracy to commit a crime for inmates and female civilians, allowing/providing contraband to inmates and violation of oath of office for the POST certified detail officer. Civilians charged are Melinda Rudd, Kimberly Groves and Linda Groves. Officer charged is Robert Rhodes.

2) On April 7, 2012, a black male subject was observed walking on Telfair State Prison property. He was carrying a black bag and what appeared to be a pair of bolt cutters. The subject was seen attempting to cut the razor wire at a six (6) foot gate. Subject ran into the woods and responding officers apprehended him. The subject's name is Emmanuel Jerome Haynes. A search was conducted and seven (7) packages wrapped in duct tape and a pair of bolt cutters were recovered in the woods. The packages contained 10 cellphones, 9 cellphone charges, 43 packs of rolling papers and 2 lbs 9 ounces of tobacco.

The Department of Corrections is committed to identifying and pursuing prosecution of those persons who attempt to introduce contraband into state facilities.
