Contraband Arrests at GDC Facilities

As of July 2010, The GDC Office of Professional Standards, in conjunction with local & federal law enforcement partners, have investigated or arrested approximately 248 staff and civilians for introducing contraband into prisons throughout the state.​


1) On March 16, 2012, Smith State Prison received a call from the Evans County Police Department advising them that they had received information from a convenient store clerk that four black males had stopped by the store asking for directions to Smith State Prison. The store clerk gave the police department the tag number of the vehicle and they relayed this information to the Glennville Police Department. The Glennville PD stopped the vehicle for failure to maintain lane. The K-9 unit was contacted to search the vehicle. During the search, they found two basketballs containing 19 cell phones, 5-quart plastic bags of tobacco and a small plastic bag of marijuana. Richard Martin, Albert White, LaMonte Duncan and Willie McGhee were arrested by the Glennville Police Department.

2) On March 17, 2012, visitor Rafel Moore was arrested by the Washington County Sheriff's Office after he tried to smuggle in tobacco and marijuana into Washington State Prison for an inmate.

3) On March 18, 2012, Visitors Galye Wilson and Keelee Phinnizee were arrested by the Calhoun County Sheriff's Department after Calhoun State Prison officers smelled a strong odor of marijuana during visitation. Officers of the Sheriff's Department searched Visitor Wilson & Phinnizee's vehicle and found one (1) medium size bag of marijuana wrapped in plastic wrap, two (2) small finger size balloon tip of marijuana, one (1) scale with marijuana residue, 13 bags of balloons with 100 balloons in each bag, one (1) golf ball size bag of tobacco, seven (7) VISA debit cards, and one (1) Master Card debit card. While in custody, approximately 40 popcorn size balloons and one (1) tennis ball size plastic bag filled with marijuana was found on Keelee Phinnizee. Gayle Wilson later confessed to smuggling a balloon filled with marijuana into Calhoun State Prison for an inmate.

The Department of Corrections is committed to identifying and pursuing prosecution of those persons who attempt to introduce contraband into state facilities.
