New Deputy Warden of Care & Treatment Named at Phillips State Prison

Rhonda Billings Promoted

FORSYTH, Ga. – Georgia Department of Corrections (GDC) Commissioner Gregory C. Dozier announced the promotion of Rhonda Billings to Deputy Warden of Care and Treatment at Phillips State Prison (SP) effective September 1, 2017. As Deputy Warden, Billings will be responsible for overseeing the daily operations of medical, mental health, education and counseling services of over 800 medium security male offenders.

“Rhonda offers over 19 years of correctional experience to the GDC,” said Commissioner Dozier. “With the knowledge she has in Corrections and the Mental Health field, we are confident in her ability to lead as Deputy Warden of Care and Treatment.”

Billings career in Corrections began with the Mississippi Department of Corrections in 1986, where she held positions as a Correctional Officer and a Correctional Case Manager. She later moved to Texas and became employed with the Texas Board of Pardons and Parole as a Parole Officer.

In 1998, Billings began her career with the Georgia Department of Corrections as a Mental Health Counselor at the Georgia Diagnostic & Classification Prison (GDCP). She was promoted to Mental Health Director at GDCP in 2006. In 2008, Billings accepted the Mental Health Unit Manager position at Phillips State Prison, where she currently serves.

Billings received her Bachelor’s degree in Criminal Justice from Jackson State University and her Master’s degree in Community Counseling from Delta State University.  She has completed the following departmental training: Basic Management Training (BMT), Advanced Management Training (AMT), Corrections Leadership Institute  (CLI) and Deputy Warden’s Academy.

The GDC has one of the largest prison systems in the U.S. and is responsible for supervising nearly 52,000 state prisoners. It is the largest law enforcement agency in the state with approximately 10,500 employees.
