Criminal Investigations Division
The Criminal Investigations Division is charged with investigating any criminal allegation with a nexus to the Georgia Department of Corrections. The Special Agents and Investigators assigned to this division possess police powers and have Statewide jurisdiction.
In FY 15, the Criminal Investigations Division (CID) Agents initiated 3,546 investigations that resulted in 492 criminal arrest warrants being issue and 221 arrests. The CID also executed 104 criminal search warrants and conducted 70 polygraph examinations. Through involvement and partnerships with multiple federal task forces, GDC Agents seized approximately $1 million dollars in cash and assets and financial investigators blocked 412 contraband debit cards.
Criminal Intelligence Unit
The mission of GDC’s Criminal Intelligence Unit (CIU) is to identify, reduce and prevent criminal activity by collecting, storing, assessing, and disseminating criminal intelligence information. CIU also provides criminal investigative support to all of the GDC Investigative Units, GA Information Sharing Analysis Center (GISAC). High Intensity Drug Trafficking Area (HIDTA), and numerous outside law enforcement agencies. The CIU also utilizes Analysts to monitor the inmate financial systems for criminal activity. The GDC Digital Forensics Investigations Section (DFIS) Special Agents leverage state of the art technology with advanced training to conduct and support criminal investigations. The DFIS consists of special agents operating two digital forensic laboratories. The Special Agents are able to process various types of digital media and computers for electronic evidence to be used in criminal investigations. The section provides support to GDC investigative divisions and other law enforcement agencies in the area of digital forensics.
The Criminal Investigations Division employs financial investigators to investigate criminal and fraudulent activity. GDC financial investigators are sworn law enforcement officers and are certified by the Association of Certified Fraud Examiners.
The Criminal Investigations Division and Internal Affairs Unit utilize GDC employed polygraph examiners to assist in both criminal investigations, administrative investigations, and background investigations. GDC examiners also routinely conduct
examinations for other local, state, and federal law enforcement agencies, upon request.
All GDC polygraph examiners are certified by the American Polygraph Association (APA). Additional certifications include both basic and advanced Post Conviction Sex Offender Testing (PCSOT).
Security Threat Groups (Gangs)
The mission of the STG Unit is to effectively validate STG related persons, gather intelligence on STG related criminal activities, and provide investigative efforts in all STG related occurrences. Operating within CIU, the STG Unit is tasked with maintaining and supervising the department’s STG pro-gram, which consists of 10,015 validated inmates in 312 different gangs.
The STG Unit maintains working relationships with the Georgia Gang Investigator Association (GGIA) and GISAC. The STG Unit is called upon as subject matter experts and conducts quarterly statewide trainings.
